His expertise incudes financial and economic appraisal, demand modelling, institutional reform, HDM-4, policy development, and monitoring and evaluation.
Director
Transport planner who specialises in urban transport, strategic transport connectivity and decarbonisation, with a focus on economic growth and poverty reduction. Over 15 years’ of international experience.
His expertise include transport masterplans, public transport reform, BRT, freight connectivity, e-mobility, air quality, demand modelling and data analytics.
Associate
Civil engineer who specialises in rural infrastructure development, road asset management, and climate-resilient transport networks. Over 30 years’ international experience.
His expertise includes the design, implementation, evaluation and audit of road improvement and maintenance programmes. As well as supportive transport policy and resilient infrastructure strategies.

To ascertain the viability of any transport project it is vital to forecast the demand for the infrastructure and this requires sophisticated economic modelling. We bring experience in identifying and employing the appropriate modelling tool for the project ranging from off-the-shelf modelling software to bespoke modelling services.
Policy and institutional reform are an important part of institutional development, helping to improve efficiency in the transport sector. We are experienced in developing new institutions ranging from Road Funds, Road Agencies and Mass Transit Authorities. Key activities range from stakeholder consultations, understanding the political economy and tackling vested interests, to drafting legal bill and supervising their passage into legislation
The Highway Development and Management Tool (HDM-4) is a powerful model to analyse roads projects, networks and programmes and is used widely in development projects. It can be used to manage road networks, predict the performance of road pavement technologies and determine detailed funding requirements for sections of roads across the entire network.
