Provision of Road Reform Services in Nigeria

Stakeholder consultations, confirming the state road network, identifying the most appropriate designs for the new institutions, drafting legal bills for their enshrinement into law

The Federal and State Governments of Nigeria are embarking on a major reform of the road sector across the country. 

Under the Rural Access and Agricultural Marketing Project (RAAMP), funded by the World Bank, L’Agence Française de Développement (French Development Agency or AFD) and counterpart State Government funding, the plan is to establish Rural Access Road Authorities and State Road Funds in the participating RAAMP states. 

The participating RAAMP states include Abia, Akwa Ibom, Bauchi, Ebonyi, Ekiti, Gombe, Imo, Kano, Katsina, Kebbi, Kogi, Kwara, Niger, Ogun, Ondo, Osun, Oyo, Plateau and Sokoto. DTS Ltd, have been intimately involved with all participating RAAMP states, conducting stakeholder consultations, confirming the state road network and their maintenance needs, identifying the most appropriate designs for the new institutions and drafting legal bills for their enshrinement into law. Economic modelling shows that on average, the RAAMP states may be able to generate Naira 6.9 billion per annum (average over 20 years) into the Road Funds through a combination of State government allocations and road user funding.

At least three States have formally created their Rural Access Road Authorities and State Road Funds including Akwa Ibom, Bauchi and Ekiti States. DTS Ltd is continuing to support the three states to transition to fully operational institutions. What makes these institutions extraordinary is that they are among the first federal Road Authorities and Road Funds in Africa.
